It reminds me of an early 90's Mongoose frame, I have seen those forks before too but no way is it a Holmes and as for the story, someone has a vivid imagination

I think the forks are Tange Switch blades from the end of the 80's and very early 90's. I would bung a bas bis on for the forks and just to get a closer look at a rare Homezzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzzz frame!

its got the full  peg set up on the rear, for chav mates to jump on    forks look ok though, look like switch blades ? i had some on my kona explosive in the early 90's
