basicly when i pull the lever it doesn't lock the (rear) wheel properly,it's the metal clip thing i don't get,do u pull the cable 'till it's tight then srew it down then push that clip thing down??

also the black wheel thing,is that for adjusting tension?

sorry if i sound a total dumbass but i haven't had anything to do with bmx bikes since i was about 11.i'm now 29.
