Can anyone identify a serial number?

Hi,
I have a chrome frame with oval tubes with a serial number of T4089486 on the chain stay. Does anyone know what it is? I haven't got around to taking any pics yet.

T could be for Tange, but not sure if they ever stamped on the chain stay certainly they did stamp the bb shell. Get some pics up and I'm sure we'll be able to id.

Doesn't look like Tange drop outs but am not sure what it could be.

Give it an oxalic acid bath and see how it comes up with the rust off!
