It can be done....I've done it before on my old Mongoose Solution frame with 1" headtube. I bought a 1-1/8" threadless headset made by a taiwan company called MODUS. I bought it because the cups looked real tiny for a 1/8" headset so I used my 1" cups but used the rest of the 1/8" headset. It was great to be able to run a unique setup that actually worked perfectly.
I wish I could locate more of those headsets but I haven't seen anymore of them for about 2 years.

what you need is:

the 1" headcups
the 1 1/8" forks, along with their bottom washer/shim/bit that bearings lean on fitted
the 1 1/8" top parts
2 sets of 1" bearings

then you strip the bearings from their tracks
put plenty of grease in the cups
put the bottom bearings in, loose. you can fit almost 2 1" races in there. but dont dont cram it too full
put the forks back in
put the top bearings in loose
then the top cover / bevelled shim thing, then the spacers then the stem

that will work

there are a few sets of 1" threadless forks kicking about

but 1 1/8" will go in fine. the OSF used to run 1 1/8" in his old rickman frame too
