Not seen one of them before, but it looks like it goes on the back of your brake (behind the seat stays) to protect your foot from being shreaded by the brake bolt?

Don't think it's a hose but 4 plastic clips.  God knows what the whole thing is for, though.

I reckon its a  similar idea as the famous, Buff gaurd .Just stops ya foot hitting the brake bolt and knackin ya vans . Thats my theory anyway , never seen one before though.....
