Closed Dropout Repair?

Maybe looking to buy a Kuwi Nova off of Frosty on here, but it has a closed rear drop out (piccy below). Any advice on how to get this sorted and what sort of costs will be involved?

I'm guessing it can be sorted  ;)

but i don't know if heat is the key and what it will do to the chrome ?

if it is done cold, then there is a case it might snap if not done very slowly

but it's finding the right know how in the first place before trying anything !
