If you have access to a wood vice with a block of hard wood at either end to protect the cups, use that to get even pressure on the cup's :daumenhoch:
Or get a piece of threaded bar with two flat pieces of metal( one either side of each cup) then tighten up the nut's evenly..........hope this is of help to ya ;)

Has the frame been repainted/powdered or rechromed? It's not a mini frame is it? Some had smaller dia tubes, like roadbikes.

i've always found they need hitting just a little harder than you think it needs!
lump of wood under other end of head tube, square up the cup, thin plank of wood on top and a good sharp whack should sort it.  :daumenhoch:

You could try shrinking the cup by placing it in the freezer for a few hours, once fitted it will expand again to it original size.

It is a weird design. I put  one on my haro pro series, nothing wrong with them but if one hadn't already been on a robinson i bought the year previous i wouldn't have had a clue how to fit it tbh.
I just remember thinking ......That doesn't quite work out how you think it should. :)

It was tight as a nats chuff getting it out of the robbo and by the time i got the haro i had a vice then. ( it's all easy then)
