Ok so hopefully by now this will be winging its way to me from Oz to be restored as best I can ...
Question is, How best do I reattach the neck to the stem head?
Im pretty sure I'll get it welded from underneath..
How are they held in normally? Glue? Force? Weld?

It does seem that way upon reading, the ally will just melt away then :-\ ....
What about an adhesive ?
or the Hunts Hammer option, altho will need to see how loose it sits in the stem head...

Buttsbikeshop on Burnerworld separated some of these for anno IIRC, he might be able to advise you on how to put them back together again.
Think he has another username on there now but some of the lads might point you in his direction.
