those are the coolest damn dropouts i've ever seen!

on a more helpful note, might be best to show us the serial number, usually found on dropout of bottom bracket shell

as it has V brakes on the front i would say it's about 5 years old or so??

By the look of the bars (TBG) and the placement of the canti breaks and style of front hubs I would say around 2003
