never heard of a chainring with a 20mm spindle hole, there some companies which are now doing 19mm spindle hole chainrings which eliminates the need for the top hat washer, you could buy one of these and file it out to 20mm

I'm fairly sure 24seven (MTB company) might have done one as their superfat crankset had a 20mm axle, they advertised their singlespeed sprockets for use with superfat cranks so i assume they had a 20MM hole.
They stopped selling components about two years ago but still sell completes might be worth contacting them.

:) Most 20mm spindles are tapered by 1 mm at the ends to take standard sprockets,-some DMR,GT,24-7 & Haro.Get some calipers on there if in doubt.
