I don't think they are backwwards 'C's... looks more like the serial stampers '0' was not aligned properly.When I was in printing we had a numbering machine for consecutively numbering invoices and delivery notes.. if the stamp head wasn't set up properly you ended up with a similar effect.
looks similar but that aussie one looks like its got that plate(with the raised bumps) behind the seatpost tube like the meteorlite, your doesn't have that
