I did some research on this a while back and found these to be the rough guidline for tuff wheel first manufacture years  ;)

Tuff I (Unstamped) 1974
Tuff I (Stamped) 1977
Tuff II (Steel Hubs) 1979
Tuff II (Alloy Hubs) 1982
Tuff II (Rear Alloy Hub Front Plastic Hub) 1985
Tuff II (loose ball plastic hubs) 1986

Just to confirm that early 1974 date for unstamped tuff I's here is a quote from coloredtuffs.com :

In 1974, Skyway entered the BMX history books by "re-inventing the wheel" with their brand new "Tuff Wheel 1".  This first Tuff Wheel was available in black only and featured a coaster brake.  The demand and popularity for these wheels steadily increased as the first few years rolled along.  Then, in 1977, Schwinn contracted Skyway to provide yellow Tuff 1's as their "stock" wheel for their "Scrambler" bicycle.  This was Skyway's very first of many "OEM" customers.  Red and Blue Tuff 1's were immediately introduced into the BMX market at this time as well.

Got a couple of sets of 7b's here - one set I'm leaving total survivor as they are in real nice condition with shimano coaster too - so no brake rub  8)

The other set need TLC so I wouldn't mind a gander at that thread :daumenhoch:
