gyro issue how do i cure is it normal?

had my frame & gyro cable holders powder coated tried to refit it today but the head race cup dose,nt seem clamp the lower cup tight  .is this normal to have movement or should it be clamped tight is it likely to rotate when i spin the bars any ideas on how to stop it
