Leave them as is
laquer will chip, and lifts if there is any moisture around. If you absoloutely have to do it, id go for a semi gloss.Anodising is basically electroplating, I cant see how they wouldnt be dry, but if you were unhappy with the result, why not have a word with the guy who did them?
speak to mattdub, he has had issues with anodised rims, deffo dont finger the rims as the prints wont come off, i am sure he had to oil them or something

Light mineral oil will finnish them
The rims aren't sealed (a term used in anodising. After anodising them you dye them in which ever colour and to keep the colour in you have to seal them, most commonly in boiling water) just bad finishing! Try ptfe spray that will seal them for a while but wether you stop using the brakes is another thing.
