it has a 18" top tube
12"bb to seat clamp
15"bb to drop out
4" head race tube
frame no T41CC11513
the bottom tube is teardrop whilst the top is a slight oval

Looks Kuwahara to me going by the shape of the dropouts, serial number and the downtube but the forks don't though  :-\.

Are the forks stamped Tange on the steerer?

no stamp on forks, im not convinced the forks are a match (wrong shapes) ive done a bit of fishing around and the brake stays are wrong for a kuwi. coz ther'ye round.

Could be a generic Tange frame then, not sure it's a copy of anything.  The dropouts are Tange/Kuwie like and the serial number is consistent with Tange; they did make a wide range of frames for many, many companies bitd.
