Where do you measure to and from??  ???

centre of headtube to centre of seat tube i think

I always measure it along the TT (centre to centre) not from the Top of the tubes sticking out!!

You can get some frames where the seat tube is at such an angle and is sticking out so far that it adds an extra inch  :D
