sounds like it just needs adjusting ,loosen both the bolts at the rear of the stem(the ones that clamp the stem to the steerer)now tighten the forks topcap to remove the play from the headset,now align the bar/stem straight with the front wheel,re-tighten the two rear stem bolts,should sort it,if it doesnt there may be a problem with the bearings,also,did you install the bottom race on the forks?sometimes it takes a few rides to seat properly and when it does it leaves a slight gap which causes the headset wobble,you can use a spacer on top of the stem or below, just make sure its big enough to allow the headsets pre tension to work,
