They have 'WULER' on the steerer tube.

Si,
 they dont look like SE forks,drop outs are all wrong,IE,thickness,holes plus the name on the stearer tube and welding.
 I picked up an old Puch years ago and that had the same forks,i think i still have them somewhere

No, they had them on the inside of the fork leg.
