flight crank spacers?

fitting my 90 spec half wrap single pinch flights with sealed bearing bb, there are two spacers that go between the bearings and the cranks arms, one has a recess in it and the other has a radius as shown in this pic, which spacer goes on which side? tried them either way and neither looks right? when they are installed and crank arms slid onto the splines the spacers are too thick to allow the arms onto the spindle  fully? am i missing the plot here or something?  :wtf:
