bought a GT freestyle stem for my streetbeat,will this mean i can feed both brake cables down the fork so i can do barspins?

You will be able to thread the front brake cable through but you will need some sort of gyro for the rear as that don't go down the forks at all  ;)
I think you need this type fo gyro  :-\
