Front breaks not too good

I have a mirraco blend 2 bike, its hardley used but the front brake dont seem to stop it. What can be done, is it just a matter of the more i use it the better it will get.

Oil the cable.

Deglaze the pads  (scrub on concrete floor, use sandpaper)

Clean rims with vinegar and water or solvent of some sort.

Be sure the pads sit nicely on the rims when the brake is pulled.
