Chain tight spots?

Just built my Haro 84' up and have tight spots on the chain? It has a Tuff neck power disk which I have fitted backwards to allow me to fit a Suntour chainring. Is this causing the problem? It has a brand new chain and the rear wheel is lined up straight in the stays. Im totally lost?  :-\
