If it opens wide enough and you can get some pieces of wood between the cups and the jaws then yep  :daumenhoch:

Make sure you freeze the cups over night mate and put some washing up liquid on the edges before you put them in - freezing them slightly reduces the size and makes them sooooooooo much easier to fit.  :daumenhoch:

I dont really understand the question???

Is there any other way to put bearing cups in????

I just fitted a set of headset cups using a bench vice today. No freezing or lube involved at all (but I am crap at putting bikes together "well", even after all this time)

Don't forget the soft jaws, so that you don't damage those anodised headset cups  :daumenhoch:

i recently made something like this with some threaded rod, 2 washers, 2 nuts and 2 3"x 3" 10mm plates which were offcuts from a metal works place around the corner to me, cost me £7 to make, let me know if you want me to post a pic and i'll take one tomorrow for you ;)

a vice works well. try to soften the blow to the cups though, with some wood or rubber or summat.
I want to touch ORB

the only thing to watch out for when using a vice for this is the axle alignment will be out and theres nothing to hold the spacer in place,

try pushing the cups in with the axle in place by swapping the vice from one side of the cup/bearing to the other, like 1 turn/squeeze on eack side,

good luck,
