Info needed on Odyssey chain tensioner

Fitted this Odyssey tensioner on a Haro 2006 Sport, it came with 2 allen bolts (one short, one long).

I used the short one but it doesn't tighthen the chain as much as I would like as the bolt is not quite long enough – the head of the bolt meets the tensioner and can't go any further.

Tried the longer one but its too long.

This also came with a small bolt about 10mm long (see pic), does anyone know what this is for?

I am thinking this type of tensioner is not 100% right for the bike, is there other ones that would be more suitable? They need to be compatible with pegs too.
