HARO HELP NEEDED

I have spent all morning cleaning my chrome frame.  It has come up clean as a whistle but i cant get the pitting/rust spots off of the bottom plate where the seat post goes. I hope that termonolgy makes sense. Basically its the plate underneath which isnt chrome. Any ideas how to get it off? :daumenhoch:

Oxalic Acid soaked in kitchen paper and left on a while (replace every few hours to avoid the kitchen paper drying out) or very fine wire wool and a lot of elbow grease  :-\.
