You turn the big nut so that the brake pads spring away from the rims, then tighten up the allen bolt in the middle to hold the tension, don`t go over tensioning them though, just do them enough to make sure they spring away from the rims.

Oh and make sure you have the springs in the right sides, they are left and right handed  :daumenhoch:
