Guessing you have undone the wedge bolt and knocked it down Mark? You could try fitting bars for more leverage but if you twist em too hard you will probably losen them stem from its post Bung a pic up
Liking Ellie How did it end up in the fork without being mounted on the frame?
Looks to me like the wdge is still attached, what can you see when look up the steerer tube from the bottom?
screw the stem bolt back in and give it a whack, hopefully that will shift the wedge.
