I thought some bottom brackets came with a spring washer, and this is one form of spring washer?

Maybe it acts like a spring washer to prevent the NUT from undoing

Got it  It's a guide washer so that when u tighten lock nut u can use the slots to knock back with a screwdriver so you don't slip off the inner race with holes in it to give the lock and correct bearings the correct pre-load .
