The dropouts on the frame look very much like the ones on my Peugeot Black Lion, although the gusset on the frame is different.
The funny plate thing between the chainstays is very similar too (I filed mine down to tidy it up, as it looked a right mess). I don't have any close ups of mine though. You can see it on this photo of another Peugeot - tjhis is also owned by a rad member.
