I'm certainly no expert Terry but my initial thoughts are the stem section looks all wrong

I agree with you there Clint. They are definately not the Redline race or Freestyle bars I am used to seeing.

I just wondered if they were an anomaly or if they were some hard to come by bars. A shame I don't have a picture of them off the bike, or without the pad at least.

Would be tempted to take a punt if they are reasonably priced. Look pretty cool either way  ;)
