Flanged dropouts, aero tubing, can't make out serial as it's under some chunky powder on the bb shell

I'm sure I've id one before but buggered if I can remember what it was

It could be a f+f set made by a company called Rayleigh (it would have said Rayleigh on the head badge) not to be confused with Raleigh btw  search some images on the web I've seen a few over the years and they were all usually chrome mate
