What year on these & how does this stamp-date work?
Month - Year, or other way around?

Well most dating is done by Letter = Number.
A = 1
B = 2
C = 3
and so on.

Your bars have,
F = 6
J = 10

So I guess your Bars could be October 86. Also being White Bars they would be from around 85 on wards.
