My first thought (gusset), but the forks aren't goose, and the rear drops don't look goosish.

Not just the rear drops, the welding for a start is completely wrong, the seat stays are completely different and the angles are all wrong.   Could be a Puch at a guess but I reckon it's Hi Ten or Mild Steel.
