if you rechrome or powdercoat over a stamp will it cover it

Powder Coat will more than likely cover stamping, depends how thick it is put on.

Re Chrome will cover stamping a bit and normally make stamping look a bit bubbly, depends how much polishing they do before chrome.

Spraying you can normally see stamping.

If it is a restored bike I accept that it will not normally look factory finish.

I agree. If it's polished correctly, and re-chromed by good company, the stampings will be perfect.
