Does anybody recognise this headset?

My mate has this headset on his JMC, that came with it, and he knows nothing about it.

Does anybody here recognise what it is or know what it is, thanks.

W.H.W. stands for Wadakichi Iron Works Co. (I don't know why it is WHW not WIW), they started off making road bike headset and then made some BMX stuff.  They also made headsets exclusively for Raleigh at some stage.

The starry shaped washer is supposed to fit/lock into the cup underneath   so if its just resting on the top then its a mish mash of headset parts put together  ......I have had this type of headset on a few cheapy bikes I've owned so they are not expensive/sought after or much cop tbh
