What's involved, and how do you do it?

You can buy small tubs on Ebay and you'll need an old baby bath or a builders/plasterers mixing bath, or maybe even a paddling pool will do. You'll have to experiment with mix ratios, start weak and add more oxy as required. once you have it right, a 12 hour soak should be enough to shift the rust. Then just rinse and polish

I use a wheelie bin. Half a bottle of oxy crystals. Leave for about 12 hours. Dont leave in too long if the chrome is thin.

fill up some big bottle with water a place then in the tub - this will lower the volume of water and mix, so you can use less mix and still fill the tub

Will an oxy bath damage decals ? I assume it will but have never done one so don't know.

I'm sure I heard of someone using citric acid?

I can get loads of that stuff from work.

Fortunately, it's only a set of forks I need to do.

In my experience YES 

some decals may be safe, but I have seen foil one's go south big time - if you want to save the decals, then go the hand polish Peek route

you might find that vinyl decals survive - but can't be 100% - so it up to you to chance it or not

Citric acids better in my experience. Get this:

Wait till the missus is out (then she can't stop you)/have a bath suite you're about to replace cos it came with the house, pop a couple of buckets full of water in the bath so there's less volume of water in there, pop frame(s) in, cover the frame with water and bang about 250g of Citric to start with. Wait 6 hours or so and give the frames a go over with an old tooth brush. If the rusts not shifted, bang a bit more citric in and brush again. Rust should be gone in 12 hours-ish. Rinse the frames afterwards to get rid of any acid left - bonus is n'all it cleans the bath and trap

If you can get the citric acid for free go for that, just as good and less likely to damage chrome as BMX1973 mentioned.
