I don't know if there is such a thing as a standard coaster graphite Tuff. But maybe you're right - maybe he just used a run of the mill Zytec. You're the first to bring that up

Ask Dominic (PHIPPSIO) - he'll meet Haro in a couple of weeks at that presentation event of his new book (May 31st), so he could be asked what the deal's with the wheel.
 
Or you just fly to Anaheim yourself (5 brand new Freestyler frames raffled there!) - ...you're his fan and want to have your bike exactly like his, and you need to ask him about his flange ...that should work

short of speaking to Bob Haro himself

So do we reckon I need to butcher a graphite
remove the campy hub and fit a coaster brake..? I want this bike 100% so if needs be
