We The People frame id needed

Ive been told this is a WTP Nova frame, the frame number says NOVA and underneath HAMNBO2175
Is it actually a WTP tho? The guy i bought it of said it was and Ive got it advertised as one ,but someones told me it isn't  as "the top tube on the WTP stops at the seat tube" and mine doesn't apparently?!?
Any ideas as to if it is one or if not what is it?

looks like a wtp nova but those forks look like some pos apollo ones

Thats ok. I thought it was a parts bin special but as long as the frames WTP, then at least ive got it advertised correctly!
