i have an 80's hutch pro stem that the chrome is peeling off , i want to take it back to bare alloy and polish it , can anyone tell how best to get the flaky chrome off

As it is Hutch it will peel off naturally over time ;)

Or you could take it to a chromers to have them reverse the chroming process to get it off.  I would avoid getting it media blasted as that may damage the alloy underneath.
