scrub that, just looed at the picture again DOH! fil the bottom of the fork with WD as i said, but you will need to knock the quill (the little bit on the end of the stem) down first so that it isnt keeping the shaft locked tight.
what is snapped ? the alloy parts are pushed on to the steel shaft so nothing looks broken except the long bigger bolt and they are easy to get hold of
either weld a rod on the stuck thread and screw it out , or get one of those reverse drill bits that will screw it out , steve animal can do either i am sure or any engineering firm in your local area will easily get it outthen buy a new bolt and sorted
I do have the bolt... for that I did had the same problem with the same stem,, i did split the forks.But not a good idea if you want to save the forks...
