Way too much! IS the frame even what he says it is? Doesn't look like any raleigh i'm familiar with. The top tube/seat post area looks like a cheap universal bmx that I bought off ebay a few months back as a punt (and then dumped it in a skip as it was crap). Universal bikes are made in RAYLEIGH, Essex, and not 'Raleigh'. Here's the one I bought - very similar top tube/seat stay area.
