Headset and head tube problem

Tried to fit a NOS Tioga beartrap 2 headset into a NOS Haro frame today and it was not having it. So i checked the diameters and to my surprise the internal of the head tube is 32.1mm and the external of the headset cups is 32.6mm  ??? I would say there's not much chance of it going in. Anyway i have a mate with a tube reeming kit, so nipped round to borrow it only to find that it only goes out to 30.5mm which he assures me is plenty for doing standard/early roadbike mtb frames with 1" threaded steerers. Now im completely stumped.
Anyone else come across this issue and any ideas what to do or where i might get it resolved?

What sort of haro frame those headsets usually fit 87 88 and 89 I'd say

is the frame and the headset painted ,  powder coat can be quite thick ,   could account for the difference ,    1" road bike headset is smaller than whats considered 1" bmx

Headset is chromed, so is the frame. inside headtube is bare metal though.

seem to remember there being two size headsets available ,       maybe someone can confirm?     both those sizes look right
