They certainly did, Araya made some but they are difficult to find otherwise Alesa rims are 28h, there are some on ebay at the moment...

I just bought a sweet set of Ribbed sides (like Ambrosios) Araya 20 x 1.5 28 hole wheels. Gorgeous.
