How do I stop the play in my pro neck or tuff neck

Not sure if it's me or what but I tighten up the big nut first then the long small one but when it bottoms out I still have play side to side and it just creeks when I ride it, I've oiled the thread! I had the tuff neck on my 83 redline before I sold it and it was fine but now I've put it on a Haro group one to ride and it not tighten up without play any ideas? Is it the wedge to small but why did it tighten up on the redline or is it the headset???!

I have had the same problem buddy    You need to drop the stem bang onto the headset 

Tuf Neck stem quills are significantly smaller in diameter than the Fork steerer tube interior, and thats why you get the play. I have had it happen on most of my bikes apart from the earlier Fork.

The only problem is the thread sits higher than the headset, mabe I need a locknut?

The forks are Haro group one and not sure what headset is? I will post a pic later to see if that sheds any light on the problem
