If you're confident then dry if not then wet.

A bowl of water with just a splash of washing up liquid in, dip the whole sticker in the water and apply, you can then move it around all over the place until you're happy. Takes a little while to dry though but just keep chasing any water out by rubbing. When virtually dry just leave them to settle down, you'll be surprised how easy it was.

Start with smaller stickers first to boost the confidence then move up in size and leave the main frame stickers to last.
One build a year, the only way to get it right. No rushing involved.

for me it would depend on the frame/decals.  I've done streetbeats and mongoose ones dry with no problems but if it was something like a mid school Haro sport then wet all day long.

if doing dry - don't do it on carpets or dusty place's as the bits get stuck on the decal  ::)

and wash your hands before as grease finger prints show up  ::)
