What is this stuff and what is it worth ?

Right people I picked up a ride a while back n it had this on it so what are they n what are they worth as I prob won't use them , the forks had pitchfork decals on but dno if they actualy are ?

They look like they could be early "pre-pitch" S&M forks. (thinner tubing that Pitchforks)

Does the bottom bearing race sit on a welded "ring" (like many 80s forks) or does it sit on a second tube, over the steer tube (like Landing Gears) ?

Yep, same as the steer tube 

if they are S&M forks, then they are Pre-pitch (there is a thread about S&M forks in the Mid section)

That bully frame is awesome.
Are the dropouts on the forks 2 pieces welded together?
On this side of the planet that frame alone would probably sell for around 300.00
