Weird Landing Gear forks

Just brought some Landing Gear 1 1/8 forks and just been looking at them... they look weird.

Can't find another picture to compare so I will get one up later but they have a big sleeve thing cast as part of the forks under where the fork crown goes - never seen anything like it?

were they for a special bike or something?

look fine to me, maybe the extra flange (*giggle*) is so they match up with the wide flared headtube on a NS ripper??   ???
