I'd be tempted to just do as a survivor , personally  

You could always change your mind later  when it's completed  ,if it ain't doing it for you  

You could then sell it on as is ,,or keep and do the full resto

I think the fork paint and rear end could be too far gone though for any sort of tidy survivor.

Yeah, I have to agree. Unfortunately, that's a little too far gone. If it was a full bike, I'd maybe suggest keeping it survivor state - but as it's only a frame & forks, full resto for me
