Brazed Frame ID Please

A guy over on Oz posted this. As a few UK makers preferred brazing I thought we might be able to help ID it for him.
Not sure if it's one of ours TBH but I'm no expert, see what you think 8)

May be the BRM signifies Birmingham ? I.e. Brimingham wheels ? Braizing looks like there quality ? Never seen a frame like that tho  ::)

did he have it stripped? any ideas of original finish etc?

I reckon a british build defo - prototype maybe, never seen a construction like it.
