Maybe a silly question but?
On a 28tpi OPC would a 24tpi B/B just slip over the two sides of threads on the OPC arms? like the B/B is to big for it?

No, I believe the numbers indicate the thread size rather than crank diameter.

tpi means "threads per inch"
